Priority Projects for Development
Of the New and Renewable Energy in China

To Facilitate the Research on Utilization and Industrialization of the New and Renewable Energy

1.        Background

In order to realize economic sustainable growth, China must find out a way for sustainable energy development. While satisfying the demand of energy services for end-user, energy saving and utilization-increasing and energy-replacement should be realized, which have also been the important tactics for the development of energy in China.

Among them, new and renewable energy is crucial to the replacement of energy. It has been clearly pointed out that the new energy should be developed and promoted according to the realities in the field of solar energy, wind energy, geothermal energy, tidal energy and biomass energy, that stated in the 10 tactics and measures adopted for the environment and development in China.

Development and utilization of the new and renewable energy and replacing more of the high carbon-containing mineral fuels are also an important measure to reduce environmental pollution and to protect the ecological environment.

New and renewable energy abounds in China. It has certain capability and technology for development and application of the energy. But generally speaking, it is still being in the starting stage. Problems in development and utilization include unripe technology, low efficient conversion, high production cost and lack of competition. Some technology comparatively ripe hasn¡¯t been formed into scale production and perfect service system. The most important thing was that there were not enough advanced and practical technology, development funds and suitable policies and measures for the development of the new and renewable energy.

2.        Objectives

Examine and prove the strategic position, development potential and market prospects of development and utilization of the new and renewable energy in China¡¯s energy system. Put forward relevant policies and measures.

Set up technical evaluation method and system including environmental impact and social cost and structure of the new and renewable energy and relevant technology.

Conduct the economic evaluation, impediment factor analysis and production prospects analysis of the new and renewable energy and its conversion and utilization technology.

Put forward policies, measures and proposals to push forward the development of China¡¯s new and renewable energy.

3.        Content

  • Investigate, collect and sum up the existing technical information of new and renewable energy.

  • Set up evaluation method and structure.

  • Select typical case for analysis, including evaluation of resources and technology, economic analysis in the development and utilization potential, cost and benefit, analysis in market prospects, analysis in environmental impact, analysis in impediment factors as well as in the relevant policies.

  • Comprehensive analysis, based on the above-mentioned macro investigation and typical cases analyses. Put forward an approach to industrialization of new and renewable energy.
